Update - November 2025

From 24 September 2025 and 17 October 2025 Council had invited the community and stakeholders to comment on the Amendment By-law.

With 121 views and 42 downloads of the Amendment By-law from the Your Say page, three (3) submissions were received at the conclusion of the engagement period. A copy of the Submissions Summary Report is available in the Document Library.

The feedback was considered with no amendments deemed necessary to the Amendment By-law.

The Amendment By-law was presented to Council on 18 November 2025 for adoption, signalling the conclusion of this stage of the review.

A notice of making the Amendment By-law will be published in the Government Gazette and in newspapers circulating the Council district.

The Amendment By-law will also be delivered to the Legislative Review Committee in conjunction with Legislative Review Committee Report prepared by Council’s legal practitioner. The Legislative Review Committee will consider the Amendment By-law and if it forms the opinion that the Amendment By-law should be disallowed it must report the opinion and the grounds for this to both Houses of Parliament. The Legislative Review Committee will not report back to Council unless they have concerns in relation to the Amendment By-law.

The Amendment By‐law will take effect on the same day as By-law Nos. 1 – 7, which is 28 December 2025 and will expire 24 hours later.

Consultation - By-law 8

Council recently reviewed and updated its By-laws to reflect current laws and Council processes and fulfilling its obligation under Section 251 of the Local Government Act 1999, where it is a legislated requirement that Council reviews its By-laws every seven years. The current suite of By-laws will come into effect on 28 December 2025.

By-laws provide rules and governance and assist in providing convenient, safe, comfortable and inclusive space for its community.

Proposed By-law No. 8 – Mid Murray Council (Miscellaneous) Amendment By-law 2025 has been drafted to address an omission identified in By-law No. 6 – Cats where the prescribed manner of identification was not stated.

The public is welcome to view the proposed By-law from Wednesday 24 September 2025 at Council Offices during normal office hours or the link located under Document Library.

Written submissions are invited on the draft Amendment By-law and can be received through the following means:

  • Mid Murray Your Say feedback form;
  • Letter addressed to the Chief Executive Officer, Mid Murray Council, PO Box 28, Mannum SA 5238; or
  • Email postbox@mid-murray.sa.gov.au.

Submissions will be received until 5pm Friday 17 October 2025.
