Update - December 2025
From Friday 10 October 2025 until 12pm Monday 3 November 2025.Council had invited the community and stakeholders to comment on the review of Public CCTV, WiFi and PA Services
During this period sixteen (16) responses were received and these are included in the What We Heard Report. In addition, Council also received three (3) email submissions which also included in the What We Heard Report. A copy of the What We Heard Report is available in the Document Library.
Senior Constable First Class Sara-Lee Chester from SAPOL presented a deputation regarding the community consultation on Public CCTV in the Mid Murray Council area to the 18 November 2025 Council meeting.
After consideration of the Public Consultation and deputation, the following recommendations were endorsed at the 16 December 2025 Council Meeting:
- Council continues to operate the Mannum Main Street, Mary-Ann Reserve and Arnold Park CCTV network and commits to a budget allocation of $70,000 for the capital renewal of the current radio network and the existing 13 cameras.
- Council continues to operate the PS Canally Dock CCTV to enable surveillance of the PS Canally, with all associated costs allocated against the operations of the PS Canally.
- Council advises the Tungkillo Progress Association that Council will be decommissioning the Tungkillo CCTV due to the inability of mobile data coverage to ensure that the camera remains operational.
- The associated CCTV and Wi-Fi hardware that was installed as part of the Smart Cities project at Blanchetown, Bowhill BBQ, Palmer, Swan Reach and Truro be decommissioned at the same time as the smart screens.
- The Morgan VIC and Mannum Dock CCTV and Wi-Fi sites to be retained and maintained within the respective tourism budgets.
- Given the low utilisation rates of the Public Wi-Fi and the estimated annual cost of approximately $14,198, all Public Wi-Fi services be decommissioned.
- Council contact the Mannum Progress Association and the Mannum Rowing Club to discuss the divestment of the current Public Address system to these two organisations, with a future report provided to Council following these discussions.
Consultation - Review of Public CCTV, Wi-Fi and PA Services
The locations of Council’s CCTV sites are as follows:
- Mannum Main Street / Mary-Ann Reserve / Arnold Park
- PS Canally Dock;
- Tungkillo Memorial; and
- Tourism Information locations operating CCTV, Tourism Information Screens (Screens at end of life, 100% grant funded) & Limited Wi-Fi.
Council currently has active Public Wi-Fi at the following locations:
- Swan Reach (lower main street precinct and across the river at the camping ground);
- Morgan tourism precinct;
- Bowhill BBQ area/playground picnic area; and
- Nildottie (previously the General Store).
The PA Service at Mary Ann Reserve is currently operational with the renewal of new speaker cabling and speakers installed in early 2025, with the controls housed in the Mannum Rowing Club.
The Mannum main street PA Service has not been operational since the 2022/23 River Murray flood, and during this time there has not been any requests or enquiries regarding why the main street PA system has not been operational.
