A number of co-design workshops and drop in sessions were held in Morgan and Cadell in March and April 2026. Some of the information gathered during this time is presented below demonstrating some of the main themes that have emerged so far. This information will be further collated and drafted into a Community Action Plan for Morgan-Cadell & Surrounds.

A range of community engagement activities were held across March and April 2026 to provide opportunities for local residents to share feedback, participate in discussions, and contribute to co-design processes.
These engagement activities included co-design workshops, drop-in sessions, face-to-face conversations, and phone calls. Sessions were delivered across multiple locations to ensure accessibility for different communities.

These sessions were designed to reach community members in both structured workshop environments and informal settings, helping to capture a broad range of local perspectives. Engagement occurred across Cadell and Morgan, with a total of 25 recorded interactions across all sessions.
The Morgan-Cadell planning area is at the most northern part of the LGA consisting of the following housing areas.
The key township of Morgan is located 175 kilometres from Adelaide, nestled along the banks of the River Murray. It serves as a gateway to the outback and other popular holiday destinations along the river. Morgan is a key service centre for the northern part of the Local Government Area (LGA) and provides a range of amenities, including a primary school.
The town features scenic riverfronts, a heritage railway station precinct, and historical sites such as the Morgan Wharf, home to the PS Canally restoration project. Visitors can explore the charming Railway Terrace, the Station Master’s House, and other original buildings that offer a glimpse into the town’s rich past.
Morgan also hosts vibrant community events such as the annual Day on the Farm and the Lion’s Easter Bazaar. Accommodation options include riverside caravan parks and bed and breakfasts, making it an inviting destination for tourists.
Nearby, the town of Cadell named after Captain Francis Cadell is renowned for its production of citrus and dried fruit. To the north, the small localities of Murbko and Mount Mary contribute to the region’s rural character. Murbko is known for its peaceful riverside settings and relaxed lifestyle, while Mount Mary features a historic hotel and serves as a quiet stopover point.
In addition, the area is home to nine shack settlements that line the River Murray, offering picturesque retreats and recreational opportunities for both residents and visitors seeking a more laid-back, riverside experience.
